Recently, the European Union (EU) has officially issued the Packaging and Packaging Waste
Regulation (Regulation 2025/40, referred to as PPWR). This regulation was officially released on
January 22, 2025, and will be fully implemented on August 12, 2026. It will completely replace the
old packaging directive that has been in use for nearly 30 years. Upgraded from a "directive" to a
"regulation", it applies directly to all EU member states without the need for national transposition,
forming a unified market access threshold that will profoundly affect the compliance layout and
market access rules of the beauty plastic packaging industry.
To help you accurately grasp the policy requirements, avoid compliance risks, give full play to

market), we hereby formally inform you of the core items of the PPWR policy closely related to the
beauty industry and our business, combined with our core advantages, for your reference:
 
I. Core Requirements of the PPWR Policy
Related to Beauty Plastic Packaging
The PPWR policy covers packaging and packaging waste of all materials and all scenarios.
Among them, the requirements for the recyclability, recycled material content, and harmful
substance control of plastic packaging are directly related to our beauty plastic packaging. The core
items are as follows:
(1) Mandatory Recyclability Requirements
The PPWR clearly stipulates that starting from January 1, 2030, all packaging placed on the EU
market must be recyclable, and its recyclability must reach Grade A, B, or C (recyclability < 70% is
regarded as "technically non-recyclable" and is prohibited from being placed on the market).
Starting from January 1, 2038, only recyclable packaging of Grade A and B will be allowed to enter
the EU market, completely shifting from "theoretical recyclability" to "practical operability".
As a product component directly placed on the EU market, beauty plastic packaging must
strictly meet this requirement; otherwise, it will not be able to enter the EU market.
 
(2) Quantitative Requirements for Recycled Material Content
To promote the circular economy, the PPWR has set clear quantitative targets for the recycled
material content of plastic packaging. Among them, the requirements directly related to our beauty
PET packaging are: for PET contact packaging (excluding disposable beverage bottles, most of which
are beauty packaging), the recycled material content shall be ≥ 30% in 2030 and ≥ 50% in 2040.
This requirement directly determines the raw material ratio of beauty plastic packaging, which is
one of the core hard indicators for EU market access and a key compliance direction we focus on.

Harmful Substance Control Requirements
(Effective from August 2026, Related to Product Safety)
Starting from August 12, 2026, the PPWR clearly restricts the content of harmful substances in
packaging: the total amount of four heavy metals (lead, cadmium, mercury, and hexavalent
chromium) shall not exceed 100mg/kg. For food-contact packaging (most of our beauty packaging
is produced in accordance with food-grade standards), PFAS (per- and polyfluoroalkyl substances)
are subject to strict control, among which the quantitative monomer PFAS (non-polymer) ≤ 25ppb,
the total of all monomer PFAS (non-polymer) ≤ 250ppb, and the total fluorine content of PFAS-
containing polymers ≤ 50ppm.
This directly requires that the raw materials and production processes of beauty packaging
must eliminate harmful residue.
(4) Packaging Design and Environmental Protection Requirements
The PPWR follows the principle of minimal packaging, prohibits excessive packaging and
unnecessary multi-layer composite packaging design, and gives priority to reusable and recyclable
materials. At the same time, it requires that starting from August 2028, all packaging must clearly
mark the material type, recycling classification, and recycled material ratio.
This puts forward clear requirements for the structural design, raw material selection, and
labeling specifications of beauty packaging, which is highly consistent with our production
philosophy.
(5) Certification and Traceability Requirements
The PPWR requires enterprises to provide authoritative certificates for the recyclability and
recycled material content of packaging, and at the same time establish a sound production and
marketing supervision chain to ensure the traceability of recycled materials from the source to the
finished products.
Relevant certifications (such as RECYCLASS, GRS, ISCC, etc.) have become the core
certificates for enterprises to prove product compliance and the "green pass" .II. Our Core Advantages

them, the RECYCLASS certification can directly prove the recyclability grade of our packaging,
meeting the PPWR recyclability classification requirements; the GRS (Global Recycled Standard)
certification can prove the content and traceability of PCR recycled materials, meeting the policy's

III. Special Instructions for Three Types of Customers
(1) To European Customers
The PPWR policy applies directly to all EU member states and will be fully implemented starting
from August 12, 2026. The core compliance requirements (recyclability, recycled material content) will
